Participants are assigned to one of three parallel breakout tracks, each covering three topics:

• Track A: Green & Healthy Europe

  • Climate Change and the Environment

  • Health

  • Migration

• Track B: Prosperous & Fair Europe

  • Economy, Social Justice & Jobs

  • Education, Youth, Culture & Sport

  • Digital Transformation

• Track C: Democratic & Global Europe

  • European Democracy

  • EU in the World

  • Rights, Values, Security & Rule of Law

Format:

• Facilitated small groups (6–10 participants each)

• Each group discusses 1 topic in depth, rotates to the next

• Use templates to draft policy recommendations

13:15 – 14:30 | Breakout Round 2: Thematic Discussion Groups (Part 2)

• Continue discussion from morning

• Finalize and prioritize 1–2 concrete policy recommendations per topic

• Peer review: comment on another group's ideas

14:30 – 14:45 | Break

14:45 – 16:00 | Plenary Session – Sharing and Debate

• Each group presents 1 key recommendation

• Feedback and reflections from EU observers and other participants

• Live voting on most urgent proposals

16:00 – 16:30 | Next Steps & Closing Remarks

• Explanation of how ideas will be processed and presented to EU institutions

• Opportunities for ongoing involvement
