What is the MultiPoD Citizens’ Assembly?
The first MultiPoD Citizens’ Assembly is a virtual, multilingual gathering that brings together people from all across Europe to share experiences, discuss housing challenges, and shape policy recommendations. The assembly offers participants a chance to have their voices heard and contribute ideas aimed at making European political dialogue more inclusive, fair, and respectful of cultural and linguistic diversity. Through structured group discussions and voting, everyone works together towards practical solutions for housing and inclusion.
Who can participate?
Anyone living in a European country is welcome to join, with special attention given to including people from different language, cultural, and minority backgrounds. To help us achieve a balanced and diverse assembly, please complete a short recruitment survey.
How do I get started?
Log into the DECIDIM platform using your registration credentials.

Explore the “Learning Materials” in the Decidim “Process” area to review background documents, expert briefs, and videos at your own pace.
When you click the Zoom link to join your first live discussion on November 12, a consent form will pop up—please read it and click “Accept” to confirm your participation.
You’re now ready to join the live deliberation session via Zoom on the scheduled date and time.
What does participation involve?
Participants will:
Review background materials about housing in Europe
Join live small-group discussions via Zoom
Contribute and vote on policy proposals
Take part in a final plenary session where key ideas are presented

When are the assembly sessions?
The assembly takes place over several phases with two key live sessions:
November 12, 2025, 12:00–14:00 EEST): Live small-group deliberation sessions via Zoom
November 20, 2025, 15:00–16:00 EEST: Final plenary session and voting
Before November 12, you'll have time to review background materials at your own pace as part of the learning phase. After the live deliberation, all proposals will be uploaded to DECIDIM for you to review and vote on until November 19,
How are small groups organized?
Small groups are formed randomly at the live discussion session to encourage cross-cultural learning and exchange. During these live sessions, each group explores a specific sub-theme of housing through real-life scenarios or thought-provoking questions. This helps everyone share experiences, consider different points of view, and work together on new ideas and solutions.
What happens to my group’s recommendations?
After your group prepares its recommendations, they are uploaded to the DECIDIM platform for all participants to vote on. The top proposals will be presented in the final assembly session and shared publicly in a report. These insights will also inform future phases of MultiPoD, including a citizen assembly in Vienna and joint Citizens and Policymakers Assemblies in Athens and Brussels, where policymakers and citizens work together on solutions. What support will I have?
Experienced facilitators will help guide the process and ensure everyone has a chance to participate. Technical support is available for joining sessions, and all proposals will be translated into several European languages at the final voting stage.
Is my personal data protected?
Yes. Your privacy is fully protected. All information is handled confidentially and in line with the GDPR. The sessions will be video recorded only for research purposes, and no names or personal details will be shared or published. You can withdraw at any time or contact the Project Manager (elampasy@kmop.org) or Data Protection Officer (dpo@kmop.org) if you have questions. You’ll fill in a consent form before participating, which provides full details.
Who organizes the Assembly?
The Assembly is organized as part of the MultiPoD project. Partners include webLyzard technology (Austria - project coordinator), Universidade NOVA de Lisboa (Portugal), ETHOS Lab (Greece), The Open University (UK), Decidim Foundation (Spain), Open Source Politics (France), Storypact (Austria), KMOP (Greece), and Re-Imagine Europa (Belgium). This assembly is specifically coordinated by KMOP - Social Action and Innovation Centre.
What is the MultiPod project?
The MultiPoD project is a European initiative that brings people from different countries, languages, and cultures together to discuss important political issues. By creating a multilingual online platform and using smart artificial intelligence tools that help translate meaning and reduce misunderstandings, MultiPoD makes political dialogue more inclusive and accessible. It aims to break down barriers, promote fairness, and provide both citizens and policymakers with insights and tools that support clearer, more democratic debates across Europe.
