What is the problem?

Across Europe, many public and private buildings stand empty while thousands face housing insecurity. The lack of affordable, safe homes worsens homelessness and social exclusion.

What should be done?

Launch national and local programs for the adaptive reuse of vacant public assets - such as unused municipal buildings or Olympic facilities - and provide tax incentives to private owners to rent or lease empty properties to people facing housing precarity. The state or municipalities could act as mediators and guarantors, helping build trust between owners and vulnerable tenants through social rental agencies or public–private partnerships. 

Who should act?

National and local governments, supported by EU housing and cohesion funds, should coordinate with property owners, NGOs, and housing cooperatives.

What impact will it have?

It will unlock existing housing stock, expand affordable options quickly, and support community renewal while preventing long-term vacancy and urban decay.
